Judge Davey acted as an impartial arbiter of the facts and the law at the trial level. Conducted hearings and ruled on civil and criminal motions. Presided over bench and jury trials; ruled on foreclosure proceedings; and determined family and custody issues. Resolved civil and criminal discovery disputes.

Prior to his appointment to the Bench, the Honorable John P. Davey was an accomplished practitioner and business advocate who routinely advised corporate decision makers in all aspects of their business practices. Judge Davey was the Managing Director of O’Malley, Miles, Nylen & Gilmore, P.A. as well as the former Chief Administrative Officer of the Prince George’s County Government. He regularly represented business owners, builders, and developers before administrative agencies at the State, County, and Municipal levels throughout Maryland.

Judge Davey was one of a handful of attorneys in Maryland to be accredited by the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) program as a LEED Accredited Professional, and has the distinction of being the first LEED accredited attorney with offices in Prince George’s County. He utilized his knowledge of green development and construction practices to advocate for his clients during contract negotiation and at the site plan approval level.

Judge Davey served a twelve-year tenure on the Board of Directors of the Washington Metropolitan Area Transit Authority (WMATA). Judge Davey was a Member of the Board of Directors of the region’s leading business organization, the Greater Washington Board of Trade, and served as a Director of the Med-Chi Insurance Agency, Rosecroft Raceway, and Old Line Bank. He was also a member of the Economic Club of Washington, and was on the Executive Committee of the Federal City Council.

    • Directed the overall business strategies and operations of a twenty-five-member law firm that specializes in administrative law and government regulatory matters: commercial and real estate transactions; and litigation of general liability, employment practices and workers’ compensation cases. Provided informed analysis and practical solutions to complex legal situations to assist business clients make strategic decisions. Represented clients interests in the governmental regulatory process at the state, county, and municipal levels in Maryland. Developed public and private financing plans to promote large mixed-use economic development projects. Protected and promoted the legal interests of clients and provided guidance and planning alternatives to accomplish their business objectives. Served as Trustee of the firm’s 401K and profit-sharing plan.
  • Board Member, Washington _Metropolitan Area Transit Authority. Washington. D.C. (January 1991 to January 2003)
    • Served as Prince George’s County’s representative to the Authority. Promoted the County’s transportation policies. ensured fiscal accountability and planned for its preservation of assets and expansion of services. Co-chaired the Maryland Transportation Investment Commission (1998 and 1999) to review the long-term needs of the State, examine funding projections for the next twenty years, recommend an appropriate level of capital investment and suggest options for funding sources. Successfully led Prince George’s County’s efforts to extend Metro’s Blue Line to Largo.
  • Chief Administrative Officer, Prince George’s County. Maryland (April 1987 to January. 1991)
    • Managed and directed the day-to-day operations of all County departments and agencies, with an operating budget of $1 billion and a complement of 6,000 employ es. Developed and monitored a capital improvement program of over 400 projects, totaling $1.1 billion in expenditures. Designed and implemented a multi-year resource management plan of fiscal controls. Secured the passage of legislation establishing a minority procurement program. and implemented that program. Successfully negotiated labor agreements with all County bargaining units. Developed a comprehensive Community Blueprint to direct the County’s War on Drugs. working with 400 business, community. education and labor leaders. Instituted an executive pay for performance system for all department heads.
  • Deputy Chief Administrative Officer/Chief of Staff Prince George’s County Maryland (December, 1982 to April, 1987)
    • Assisted the Chief Administrative Officer in the development and management of all County programs and policies. Acted as the chief liason for the County between State and local elected officials, community and civic organizations. and business leaders. Restructured the County’s housing, community development, and economic development activities.    Drafted the County’s long-range economic strategic development program. Ensured the enactment by the Maryland General Assembly of the County’s transfer tax and energy tax. Developed a $120 million bond referendum program. Chaired the County’s police and fire pension board.
  • Grants Policy Specialist, U.S. Environmental Protection Agency. Washington. D.C (May. 1980 to November, 1982)
    • Drafted rules and regulations for all EPA grants to State and local governments to assure compliance with federal legislation OMB circulars and agency guidance. Analyzed requests for waiver from regulations, and recommended approval or disapproval. Received national recognition for leadership role in reducing the administrative and reporting requirements for all EPA state and local grant programs.
  • Project Manager, Comprehensive Employment and Training Program, Prince George’s County Maryland (June, 1976 to April, 1980)
    • Developed, managed, and monitored various federally funded employment and training programs serving disadvantaged youth and adults throughout the County. Wrote grant applications for federal and state funding. Reorganized the delivery of employment and training services for all participants to comply with new federal regulations.
