Charles E. Moulden, JD, MPA currently works in a private practice as a mediator specializing in civil cases.  He served as an executive manager in the Maryland Judiciary for more than 20 years, before retiring in 2012.  As Assistant Chief Clerk for Operations and Chief Deputy Clerk, he earned a reputation for resolving personnel, labor and other disputes within the Judiciary and externally regarding policies affecting public access to court records, barriers to accessing justice, self-represented litigants and community stakeholders, criminal justice partners, domestic violence advocacy groups, data security, as well as inter and intra-agency matters.

Mr. Moulden is a trained and experienced mediator and has co-mediated with retired judges, attorneys, other members of the legal community.  Presently, he mediates family law child access, personnel conflicts, employment disputes, landlord/tenant, interpersonal conflict, IEP facilitation, school expulsions, veteran’s affairs, multiculturalism, and business/customer conflict.  He holds a Juris Doctorate from the University of the District of Columbia, David A. Clarke School of Law, and a Master’s Degree in Public Administration and Bachelor of Science in Business Administration from Bowie State University.

PROFESSIONAL EXPERIENCE
Office of Administrative Hearings , Clerk of the Court, 2012 – 2014
Managed all Clerk’s office administrative, operations, and records maintenance and retention functions.  Performed a myriad of Administrative Judge support functions, including writing administrative court orders and conducted complex legal research.  Responsible for workplace dispute resolution for all Clerk’s office staff.
District of Court of Maryland, Assistant Clerk for Operations, 1999 – 2012
Directed statewide day-to-day operations for the District Court including workplace conflict resolution, for 1100+ employees within the 32 court locations, information technology, traffic processing, training, human resources, community outreach. Mediated conflicts to ensure implementation of projects with both internal and external departments and organizations. Responsible for handling over 2 million cases annually.
Circuit Court for Prince George’s County, Chief Deputy Clerk of the Court, 1995 – 1999
Supported 30 Circuit Court Judges and Masters in daily operations and managed 150-member staff.  Formulated $7 million budget, designed and installed new technologies to improve efficiencies, responded to media inquiries, handled dispute resolution matters, worked closely with attorneys, bar associations, law enforcement, federal and state agencies and community organizations to implement various constituency initiatives.  Responsible for handling the processing of more than 50k cases a year.
Circuit Court for Prince George’s County, Law Clerk, The Honorable Sylvania W. Woods, Jr. , 1993 – 1995
Assisted with settlement conferences, neutral case evaluations, and discovery disputes. Researched, compiled, compared, and organized legal documents for judges and lawyers. Assisted judges and lawyers in court proceedings. Researched and analyzed complex legal issues in civil and criminal appeals.  Drafted concise, well-researched opinions, bench memoranda, En Banc opinions and worked closely with both District and Circuit Court Judges, law enforcement, attorneys and staff.
Congressman Albert R. Wynn, Jr. , Legislative Assistant,  1992 – 1993
Developed and planned legislative initiatives and monitored legislative developments within Committees and on the House floor.  Contributed to drafting floor speeches and constituent correspondence for the Member, and met with constituents and special interest groups on behalf of the Member.  Provided support for Member on his Energy and Commerce, Banking and Financial Services, International Relations Committees, and the Technology Sub-committee.
The Law Office of Rosalyn E. Pugh, Esquire , Law Clerk, 1992 – 1993      
Conducted searches on legal databases and systems. Monitored the progress of documents through litigation.  Drafted correspondence and pleadings. Organized exhibits, files and all other supporting documents, coordinated trial set-up and logistics, assisted attorney in the courtroom by taking notes, handling exhibits, and marking documents referred to by counsel. Assisted in the preparation of witness testimony and served as liaison between trial attorneys and government agencies.

As a judicial officer, responsible for issuing charging documents, summonses and warrants, setting and accepting bonds or determining conditions of pretrial release for arrested persons.
