Judge Philip T. Caroom (Ret.) works as a recalled judge and, schedule permitting, as a private mediator, neutral evaluator, and arbitrator with concentration in the areas of Family Law, Real Estate and Business Matters.

Before appointment as a Master in Chancery in 1991 and as Circuit Court Judge in 1998, Judge Caroom maintained a wide-ranging general practice for 14 years with clients including real estate developers, builders, landlords, family law litigants, and personal injury plaintiffs.

Between 1981 and 1989, he also served as a senior prosecutor and Training Director for the Anne Arundel County State’s Attorney’s Office, with assignments including white collar crime, child abuse, sex offenses, and homicides.

ADR EXPERIENCE:

As an attorney, Master and Judge, Judge Caroom played an active role in establishing and supervising the Anne Arundel County Circuit Court’s pretrial settlement and mediation program, as well as personally settling hundreds of civil cases.

A graduate of the ABA / National Mediation Training for Judges, other mediation and arbitration programs, Judge Caroom now is an experienced neutral available for family law, business disputes, and other complex litigation.

COURT ASSIGNMENTS:

With the Circuit Court, Judge Caroom’s assignments have included:

  • Family Division and Juvenile Division (case-management judge);
  • Discovery Sanctions (case-management judge);
  • Business and Technology Case-Management Division (designated judge); and
  • Advanced Science and Technology Adjudication Resource (ASTAR) Program (designated judge).

Judge Caroom’s statewide Judiciary Committee Assignments have included: Alternative Dispute Resolution Committee; CINS workgoup (chair) for Ad Hoc Com. on Family Divisions; Ad Hoc Committee on Sentencing Alternatives, Reentry & Best Practices (chair); numerous juvenile and family law committees; and Retired and Recalled Judges Committee.

RECOGNITION / AWARDS / MEMBERSHIPS:

People Against Child Abuse (PACA)- Outstanding Contribution (as prosecutor); Cawood (Anne Arundel) American Inn of Court – Past President and member; Anne Arundel Bar Association – Trustees’ award; Maryland Alliance for Justice Reform – Executive Com.; officer and trustee for various community associations and church groups. Notably, for over 20 years, Judge Caroom has compiled, edited and published a monthly digest of significant Maryland appellate court decisions for the local bar association.

TEACHING:

Judge Caroom has served as an instructor for other judges and attorneys with the Maryland Judicial Institute, ASTAR, Association of Family and Conciliation Courts (AFCC), American Academy of Matrimonial Lawyers (Maryland Chapter), the Maryland State Bar Association, the Maryland State’s Attorneys Association, and the Anne Arundel Bar Association.

EDUCATION:

Honors graduate of both Johns Hopkins University (1975) and University of Maryland School of Law (1978).
